Character references are often used to back up an argument by your lawyer in the court. They can be written by anyone that knows you, whether it be your wife, your child, your friend or someone you work with. They just need to be from someone who has something positive or useful to say about you.
Character references are an important part of your defence, as it allows the Judge to look at you for who you really are, rather than just judging you for whatever your offence was. They are used to emphasize the positive points about you that your lawyer will use in your trial.
